Can a person with autism may be compelled to answer a summons to a job center?

One of my friends is caregiver and works with a man suffering from autism, which receives income support. he suffers from anxiety attacks, which are aggravated by this appointment, to answer a fool who says "do not understand the meaning of autism!. My friend has been harassed in accepting this appointment, the name of his client. I am tempted to say to what is called the work of Councillor F. .. off. if so what could he do?

I'm that person has a doctor – they should be able to give the person a note to excuse them for this loss of time. Sheesh.
